NTCA is proud of the fact that it works closely with its members to further its mission, vision and values. In doing so, each summer the NTCA board solicits member participation in committees and councils that meet throughout the year.
Committee members serve at the discretion of the NTCA Board, and appointments are made from a cross section of members to ensure that the association benefits from the involvement of a diverse group of insights and perspectives. Membership on the 10 committees and one task force is open to directors, managers and employees of member systems, and associate members are eligible to serve on committees other than the Industry and Regulatory Policy, Competitive and Advanced Services, and Government Affairs Committees. Associate members are eligible to serve on the Associate Member Task Force reporting to the Industry and Regulatory Policy Committee. Attorneys for member companies are eligible to serve on the Legal Committee.
Pursuant to the Board's decision in November 2018 to stagger some committee appointments, regional representatives on committees serve two-year terms and at-large committee members serve for one year at the discretion of the Board. All committee members are expected to attend all committee meetings and fully participate in all committee proceedings.
The following is a list of NTCA committees and councils:
Associate Member Advisory Council
Represents the interests of associate members. Provides insight and education to members on technological, regulatory and evolutionary business changes through publications, seminars and workshops. Develops educational programs tailored to ensure timely dissemination of key topics vital to the membership. Council members can be nominated by any NTCA member, but are elected by the council.
Awards Committee
Develops national awards program to recognize achievements of members. Reviews nominees and selects recipients.
Competitive and Advanced Services Committee
Evaluates regulatory and technical concerns ensuring adequate input to the regulatory process. Communicates wireless issues to members through publications and educational efforts.
Government Affairs Committee
Identifies critical industry issues and trends and develops corresponding policies to be advocated before the Congress, the administration and certain regulatory agencies. Coordinates association grassroots activities that will assist in achieving NTCA goals. Facilitates the exchange of state-level legislative and regulatory industry information.
Industry and Regulatory Policy Committee
Reviews developments and recommends policy affecting technological developments, industry structure and member needs in federal and state regulatory matters.
Innovation and Business Opportunity Committee
Explores new telecom business opportunities and technologies. Reviews new developments in these areas and communicates this information to members.
Legal Committee
Reviews legal developments affecting members. Reports to Industry Committee.
Marketing Committee
Shares progressive marketing ideas among telcos and works to convince decision makers that investing in marketing is both worthwhile and necessary.
NTCA Rural Broadband PAC Board of Directors
The NTCA Rural Broadband PAC Board of Directors is the governing body for NTCA Rural Broadband PAC - the voluntary, non-partisan political action committee of NTCA-The Rural Broadband Association. The PAC provides support to federal Congressional candidates who have an appreciation of rural communications needs and interests and educates those less aware about the legislative and regulatory issues that are unique to small, rural telecom companies. One director is appointed per state. To serve on the PAC board, the appointed individual must be a member in good standing of NTCA who agrees to maintain PAC membership at the Silver ($100) level or above annually.
Technical Committee
The NTCA Technical Committee exists to assess new and emerging technologies with a specific eye towards the ramifications of these for the rural companies that the association represents. The committee also provides guidance of a technical nature to the other NTCA committees and to the association’s staff to help shape the association’s public policy advocacy. The NTCA Technical Committee also ensures that the educational content available at the association’s conferences keeps the membership informed as to technology trends.
